The City of Norfolk Economic Development Authority and the Virginia Applied Technology and Professional Development Center (VATPDC) at Old Dominion University are proud to sponsor the Norfolk Disadvantaged Business Assistance Grant Program. The program is aimed at assisting small and disadvantaged businesses in the Norfolk community, with the application of Technology in order to optimize productivity, retain and grow employment, while increasing profitability.
VATPDC will provide a spectrum of engineering resources to assist Norfolk businesses in assessing their business needs, developing solutions and locating and managing resources. The types of assistance include: product development and testing; manufacturing assessment and assistance, design, automation; and quality assurance. Professional development and continuing education are also available.

* VATPDC's client review interview process will determine eligibility.
* Each grant award is subject to the prior review and approval of the City of Norfolk Economic Development Authority.
* VATPDC will make recommendations for funding matches from the Center for Innovative Technology and Virginia's Philpott Manufacturing Extension Partnership.
* Approved Norfolk Grant recipients pay their portion of the project cost at time of signing a Statement of Work.
* Business must be located in Norfolk and be for-profit.
* The project must meet program criteria.
* Grants are made on a first come, first serve basis.
* Grants will cover 50% of the project cost to your business, or a dollar - for - dollar basis, subject to program limits.
* For minority and women-owned business, grants will be calculated on a 2 for 1 basis ($2 grant funds for every $1 of your expense) of the project cost to your business.
The Norfolk Economic Development Department wants to assist local businesses in expanding their facilities, creating jobs and expanding the local economic base, educating businesses about federal, state and local organizations and programs available, assisting in site selection and permitting process, and being a source for listings of available business and industrial properties.
